Toxer is an old town in a new place. As long as there has been mining in the Slippery Peaks, there has been river raft traffic down the Straight River to the sea. But the Frozen Marsh at the end of the river requires a different kind of boat than the river. So Toxer was built to transfer the goods from one kind of boat to the other.
Toxer is actually not in its original location. The marshes have been slowly growing for a long time (although it seems to be growing more quickly now), so three times in Toxer’s past, Toxer has moved upriver. There are no remaining buildings above ground from the original Toxer, but the second still shows a few structures, and since Toxer only moved five years ago, the third Toxer is still almost intact. Each time the town moves ten miles or so upstream.
Toxer is ruled by a council of five. Toxer has a population of roughly 5000. 95% are humans, with the remaining coming from dwarves and halflings, and a smattering of uldras.
